Goal: implementation of tools (voluntary, economic and administrative) in industrial and municipal sectors in order to increase transfer efficiency to new models of production and consumption

Description:Transfer of sustainable production and consumption profoundly corresponds with main directions proclaimed in the Sixth Ministerial Conference of Asian Pacific Region.

Market mechanisms play a significant role in environmental problem solving. Environmentally friendly production can be reached by joint efforts of market players. In order to have all market players to compare both economic indicators of performing, as well as ‘environmental costs’, it is required to possess reliable and accessible information on impacts caused to environment. Elaboration of environmental ratings to social environment responsibility of Kazakhstan companies is designed in order to solve this problem.

TACIS project team ‘Development and improvement of  policy instruments for environmental protection  in the Republic of Kazakhstan’ funded by the European Union has developed policy tools on application of best practices to Ministry of  environmental protection  within selected directions, i.e. air quality management in cities, river basin management and solid municipal waste management.

In order to use natural resources in rational way and to save energy, as well as for effective implementation of forced industrial and innovative development program, one of the main recommendations is introduction of innovative approaches, significantly decreasing pressure on environment for large companies based on best available technics  BAT).

Main factor for civilization development is use of energy sources. Use of traditional energy resources causes a colossal damage to environment; in addition to that, these resources are considered as not renewable.

Amongst renewable energy sources, it is preferable to use solar energy for Kazakhstan. Solar mini-stations are in particular demand for remote rural districts where setting up of electric energy communication is costly.

Within the frameworks of GEF PMG project ‘Commissioning of mini solar electric stations for electric energy production for 5 farming enterprises in South Kazakhstan oblast’ there were 5 photo electric stations commissioned for various districts of South Kazakhstan oblast. The best practice shall be replicated in both South Kazakhstan, as well as in other oblasts of Kazakhstan.

Production and consumption waste management is the cornerstone in sustainable production and consumption models. Creation of infrastructure for waste treatment, introduction of separate collection system for municipal waste starting from the source up to production based on secondary resources, processing and safe storing are the main component of complete cycle in waste management system.

Based on morphological content of MSW, specific weight of packaging materials grows annually. Therefore, it is required to elaborate options for processing of this part of MSW.

An important component of it is involvement and responsibility of stakeholders, i.e. producing enterprises, communities, sorting and processing enterprises, state and local executive bodies, as well as international organizations and donors.
